Subject: The fixation of concession land rental fee.

References: - Letter of the CDC No. 1361/00 CDC dated 18 May 2000.

                                   - Notice of Samdech Prime Minister dated 18 May 2000.

 With reference to the above-mentioned subject and references, the Office of the Council of Ministers has the honor to inform Your Excellency that in order to promote and attract investment on agricultural sector which is fundamental for national economic development, the Royal Government of Cambodia has decided to fix the following concession land rental fees:

a/ The fixation of concession land rental fee:

 The concession land rental fee shall be evaluated in accordance to the types of soil, region and concrete geographic location:

• 4^th type (threadbare or deteriorated land), fee is nul (0) US$/ha/yea,
• 3^rd type: fee is 4-2 US$/ha/year,
• 2^nd type: fee is 6-3 US$/ha/year, and
• 1^st type: fee is 10-5 US$/ha/year.

b/ The fixation of date for starting the collection of concession land rental fee shall be based on the kind of crop:

• Seasoning crop and yearly crop: the fee shall be collected from the second year of collecting the production.
• Long-term crop and permanent crop: the fee shall be collected from the third or the forth year of collecting the production.

c/ Competent authority to evaluate and collect the concession land rental fee

 Staff of the MAFF and of the MEF has the duty to evaluate and to fix the concession land rental fee. This fee shall be paid by the company directly to the account of the MEF at:

• National Treasury for national currency
• National Bank for foreign currency.

Therefore, I would like to request Your Excellency to please be informed and to collaborate in the management and implementation of the above-mentioned instruction with high efficiency.
