Major Responsibilities

The Department of Rubber Development shall bear the following obligations:

  • Establish the rubber development plan and research on natural characteristic manner of red soil and other soil where could be planted rubber crop;
  • Study and disseminate laws and regulations to absorb investors for involvement in rubber development;
  • Collaborate with Cambodia Rubber Research Institute and Rubber Plantation Companies as well as international bodies to accelerate and develop rubber sector; and
  • Undertake other duties which to be given by the leaders of the Ministry.

Major Activities

The Department of Administrative Affairs is undertaking several activities to be solved facing problems in the central and local levels.

Rubber crop in scientific name called Hevea Brasilliensis is a long-term perennial crop, which plays an important role in development of socio-economy of the developing countries. The rubber tree takes approximately from 5 to 7 years from the planting until the mature period and its economic cycle was 30 years experienced in the past practices. Nowadays its past economic cycle is reduced only 25 years due to the new clones with high yield and big timber has been introduced and the need to recover its return to replant.

The potential of the red basaltic soil and other type soils are so favored in rubber crop development in the Kingdom of Cambodia. The General Directorate of Rubber Plantations, GDRP is an entity, under the technical supervision of the Ministry of Agriculture, Forestry and Fisheries, MAFF, has being endeavor with the spiritual responsibility in compliance with the policy program in the second mandate of the Royal Government of Cambodia on the rubber domain in order to function and to activate/implement simultaneously on the three sectors such as:

  1. to rehabilitate and strengthen the seven state owned rubber plantations management.
  2. to monitor and recommend in term of rubber techniques to private companies
  3. to accelerate the smallholder rubber development nationwide.

Nowadays, the rubber sector has absorbed and created employment nearly 20,000 persons all over the country.

The General Directorate of Rubber Plantations has been making an effort to accomplish the five vital important duties as bellow:

Exploitation and Production

During the first eight months of the year 2002, the seven stated owned rubber plantations and the Rubber Research Institute of Cambodia has exploited on the total areas of 32,233.62 hectares with equivalent to 96.68 % of the annual plan. They have produced dry rubber with total quantity of 18,660.606 tons and sold out 23,241.577 tons.

 

 

 

 

Rubber Research Institute of Cambodia

The Rubber Research Institute of Cambodia (RRICA) was established to re-function by sub-decree No. 65 of October 17, 1997. Nowadays, the RRICA mainly focuses on the experimental activities such as clones, fertilization, planting materials and intercropping trials. It also takes part in improvement of Cambodian rubber quality and has become the membership of the International Rubber Research Development Board (IRRDB) in August 27-28, 2002.

 

 

 

Rubber Cultivation/Plantation

During the first eight months of the year 2002, the seven stated owned rubber plantations and the Rubber Research Institute of Cambodia included the Pilot Project have maintained and monitored the planted rubber trees on the total areas of 12,034.44 hectares in which the plantings in 2002 is 3,043.11 hectares.

 

 

Smallholder Rubber Development (AFD)

The General Directorate of Rubber Plantations (GDRP) has cooperated with Agence Française de Développement (AFD) in promoting the development of smallholdings in Cambodia through aid granting of US$ 2,8 millions for the period of three years covered from 1999-2001.

This project delayed for one year by using the residual credit from the previous phase. Up to the year 2002, the Pilot Project has maintained and monitored the immature rubber trees on the total areas of 881.55 hectares in which the plantings in 2002 is 433.30 hectares

Smallholder Rubber Research Component (APIP)

This project is a part of the Agricultural Productivity Improvement Project (APIP) under the direct supervision of the Ministry of Agriculture, Forestry and Fisheries (MAFF). Its main purpose is to produce the technical data needed to evaluate Cambodia's suitability for smallholder rubber development and it focuses on the experimental works as clones, fertilization, planting materials and intercropping trails that have been implementing in various target provinces such as Kampong Som, Kampong Cham, Kampong Thom, Kratie, Mondolkiri and Rattanakiri.
